West Coast Power as an engineering company offers professional services in development, planning and implementation of sustainable energy concepts. Particular focus is on services such as studies, preliminary concepts as well as the decision-making and approval planning. The detailed design planning is carried out with local partners under the leadership of the Company.
Based on the experience on the one hand, and the current state of development on the other, West Coast Power creates feasibility studies that investigate the
viability of a new facility for renewable energy production, as well as to provide a basis for decision making for the respective investor.
This mainly comprises the following working steps:
- Review and evaluation of the documents submitted
- Preliminary studies in terms of location, accessibility, potential environmental impacts, effects on the population
- Various calculations such as investment costs, profitability, environmental factors
- Compilation of the results in a prepared handout
- Professional presentation of the results for the investors / decision makers
In the feasibility study a cost accuracy of +/-30% is achieved.
Preliminary Project (Conceptual Design)
A pre-project mostly builds on the feasibility study taking into account the resulting input of the decision maker/shareholder. The preliminary project aims to increase the cost accuracy from 30% up to +/- 15%. Further results of the preliminary project are reliable documentation (plans, calculations, etc.) to set the regulatory approval process in motion.
The pre-project comprises the following working steps:
- Soil investigations
- Creating CAD drawings showing location, size, placement and accessibility of the proposed plant
- Performing calculations based on specific and current default values
As a result of the preliminary project, a dossier is provided, which can serve as a basis for the following next investment steps:
- Starting the regulatory approval process
- Basis for negotiations with suppliers
- Basis for negotiations with investors
- Basis for public relations
With the proviso that the above-mentioned negotiations do not result in any significant project changes, the preliminary project has an accuracy of 15% +/-.
Execution – and approval planning (Detailed Design)
Once the green light is given by investors and authorities, execution and approval planning begins. Step one is the detailing, the summarization and refining of plans from the CD-phase with the following two objectives:
- Preparation of tender documents
- Preparation of approval documents
During this phase, the project essentially is set in an admissible and feasible state. However, no later than after obtaining planning consent, this stage of approval planning will be finalized in order to:
- Elaborate tender documents
- Evaluate returns
- Conduct negotiations with suppliers
As a result, the following points are then determined:
- At least 90% of the suppliers determined
- Cost transparency +/-10%
- Shipping and production periods
Execution and implementation Hydrogen
After meeting all requirements (plans, approvals, finances, suppliers etc.), the project is started. During this phase, West Coast Power performs two important services:
- Management general planning
- Project management
In the phase of general planning the company West Coast Power will manage all main processes of further detailed design and the assembly planning (CC-planning). Experience shows that specifically the CC-planning is performed by participating partners. Design and approval of the plans as a prerequisite for the construction and the supply of the relevant components, is the responsibility of West Coast Power.
The project management is carried out as described in Figure 1. West Coast Power assigns the Overall Project Leader as well as the Site Manager Construction and the Site Manager Technology. The entire organization is subject to the LEAN project management. All processes are IPMA-certified.
In the final stage of a project, West Coast Power takes over the complete preparation and the supervision of the commissioning of the plant, with the aim, to bring the facility to the required performance in an exceedingly short period of time. Essentially, this comprises:
- Training for future operators
- Provide operators for the start-up phase
- Surveillance for the first few years (1-5)
With the pre-selection of the components, we take great care in ensuring a full recyclability of all components used. Depending on the contractual relationship and the lifespan of the plants, West Coast Power provides appropriate replacement or dismantling concepts.
In this ever-diversifying world, it is no longer standard practice that a single company is proficient in providing the know-how for all technical, technological, product-specific and environmental capabilities and capacities. Following the trend of diversification and specialization, West Coast Power is, depending on the project requirements, competent to take recourse to a pool of freelancer specialists which are skilled to face up to the corresponding tasks within an extremely short time. West Coast Power takes the lead and will assume the overall project management on the one hand, and on the other, accepts full responsibility for a successful project implementation.
